Tom Arthur MSP
Minister for Community Wealth & Public Finance
Tom Arthur was appointed as for Minister for Community Wealth and Public Finance in March 2023. Born in Paisley in 1985, he was first elected to the Scottish Parliament for the seat of Renfrewshire South at the 2016 election, holding the seat in 2021. He joined the Scottish Government as Minister for Public Finance, Planning and Community Wealth in May 2021. Mr Arthur was raised in Barrhead, East Renfrewshire, where he was educated at Cross Arthurlie Primary and Barrhead High School. He graduated with a Bachelor of Music then later Master of Music from the University of Glasgow. Before entering politics, he worked as a company director, freelance piano teacher and keyboardist.
Gordon Beattie
Director of National Procurement
Gordon joined NHS National Services Scotland (NSS) in December 2019 from NHS Greater Glasgow and Clyde, where since January 2001, he has held various senior procurement roles. During this initial period in his new role, Gordon has led the national procurement response to the COVID-19 emergency and is now focusing attention on shaping National Procurement to be well placed to meet the challenges of the future. Gordon started in procurement in 1986 as a graduate trainee in food manufacturing then spent 10 years in the power industry before moving to the NHS. With a grown-up family, his cocker spaniels ensure he and his wife continue to enjoy an active outdoor life in his spare time. This includes both caravanning and sailing with his family and friends.
Pennie Taylor
Journalist
Pennie Taylor is an award-winning freelance journalist and broadcaster who specialises in health and care issues. Based in Glasgow, Pennie was BBC Scotland’s first Health Correspondent; she has worked both on national newsdesks and within NHS Scotland.
Adriana Roemmele
Innovation and Improvement Lead - National Procurement
Adriana Roemmele joined NHS Scotland in 2006 from a supply chain and procurement background within the private sector. A law graduate from the University of Glasgow, she is currently the Innovation and Improvement Lead at NHS NSS National Procurement. Adriana has experience across a wide range of clinical and non-clinical categories, engaging with a diverse stakeholder base within Health and across the wider public sector. Adriana is now leading a team that directly promotes and supports Innovation activity amongst innovators, funding organisations and test beds, partnering with wide ranging organisations across the Innovation ecosystem in Scotland to accelerate innovation within Health and Social Care
Lindsay Robertson
Scan for Safety Programme Implementation Manager
Lindsay is currently the NHSScotIand Scan for Safety Programme Implementation Manager and has recently led the national implementation team to successfully roll out a national Inventory Management System across all NHSScotland Health Boards. Lindsay is now leading the national implementation of Point of Care scanning for the national Scan for Safety Programme. Via Point of Care scanning and the adoption of global standards, the programme aims to increase traceability and recall ability for medical devices used in acute care. Previously Lindsay was the Technology Services Manager for NHS National Services Scotland National Procurement - the Centre of Expertise for NHSScotland procurement. It was here that she was responsible for strategic leadership of digital procurement solutions, delivering national programmes of work that embrace new technologies and digital solutions to transform services.
Simon White
Programme Director
Simon has worked as Programme Director since 2019 within NHS National Services Scotland. He was appointed Programme Director for the NHSScotland Scan for Safety Programme in January 2022 following approval of the Scan for Safety programme by the Scottish Government. Prior to taking on this role, Simon was Programme Director for the Public Health Scotland (PHS) Contact Tracing Programme, established in response to the COVID-19 pandemic. Working in partnership with the Scottish Government and all Health Boards to tackle increasing numbers of positive COVID cases across Scotland, the programme developed, delivered and evolved a number of national operations including the deployment of a national approach to contact tracing which included the inception of a National Contact Tracing Centre.
Alan Morrison
Deputy Director of Health Infrastructure and Sustainability
Alan is CIPFA qualified accountant and has spent the bulk of his professional career working in health finance at the Scottish Government. He is currently Deputy Director of Health Infrastructure and Sustainability and has policy responsibility for capital investment, health facilities and delivery of the Net Zero and sustainability agenda across NHS Scotland.
Stevie Mclaughlin
National Services Scotland (NSS) National Procurement Head of Governance & Sustainable procurement
Chartered member of the Chartered Institute of Procurement and Supply with a MSc in Supply Chain Management from The University of Strathclyde. I hold wide responsibilities including strategy, assurance, statutory reporting, performance management and sustainable procurement within NHS NSS National Procurement Centre of Expertise for Health. Our organisation is tasked with procurement and supply of over £1.5bn of spend annually. I represent the organisation across NHS Scotland, cross-sectoral and governmental forums, engaging with senior policy and operational leaders influencing future direction. I am a fully qualified coach and part of the NSS coaching cohort. I’m an advocate of continuous personal development and unlocking the potential of people to deliver the answers to the big issues we face.
Susan Morris
Stakeholder Engagement Leader
Susan is responsible for building connections with grant making bodies and public sector agencies to secure financial and 'in-kind' support for both the delivery of current services, and the development of new services to meet growing demand. With a background in strategy, policy and community development, predominately within the social housing sector, Susan is a keen advocate of Community Wealth Building, and exploring opportunities for collaborative working to meet the needs of local communities.
Mary Mitchell
Chief Executive Officer
Mary joined Scotland Excel in 2019 to lead a collaborative two-year programme that delivered positive change in procurement practice across five procurement teams from member organisations in the Tayside region. On completion of the programme, Mary was appointed as Strategic Programme Manager for Scotland Excel's construction, transport and environment category teams in June 2021. In this role, she has been responsible for the launch of new frameworks supporting Scotland's net zero ambitions, and has worked with the Scottish Government and Scottish Enterprise to identify carbon reduction opportunities through supply chain innovation. In December 2023, Mary was appointed Chief Procurement Officer and now oversees all Scotland Excel procurement activity across corporate, education, ICT, construction, transport and environment. Mary is an experienced leader with extensive background in local government and the private sector. Before joining Scotland Excel, she was the Corporate Procurement Manager at Perth & Kinross Council.
Nick Rudge
Marketing Manager & Sustainability Lead
Nick was part of the team responsible for shaping Greiner’s global sustainability strategy, known as Blue Plan. His Greiner Bio-One role encompasses not only the strategic delivery of Greiner’s sustainability initiatives within the UK, but also the successful implementation and management of the ISO14001 (Environmental Management System) certification at Greiner Bio-One’s facility in Stonehouse, Gloucestershire.
Gemma Waring

Gemma Waring is a qualified bid writer, trainer, and coach. With an unwavering commitment to excellence, Gemma has worked in the sector for 20 years and her career has been marked by exceptional achievements due to her determination to succeed and her passion for empowering others. A beacon of diligence and reliability, Gemma is recognised for setting and upholding high standards. Her enthusiasm for the procurement sector is infectious, propelling her to stay abreast of industry developments and generously share her knowledge, including being a key played in the roll out of the Procurement Act 2023. Gemma's dedication recently earned her the prestigious title of Runner Up in the APMP UK's annual awards in the Supplier of the Year category and seen her continuously develop her own skills as an advocate of life-long learning. At the helm of G Waring Consulting Ltd since 2019, Gemma orchestrates success in public sector tendering and procurement projects – securing new business and successful outcomes across the board. Notable accomplishments include bid writing endeavours for blue-chip companies, securing multimillion pound contracts, working with Scottish Government on a national training campaign, and securing successful outcomes in complex multi supplier / multi lot frameworks and DPSs. In her role as Lead Trainer and Skills Coach for the Bid Coordinator Apprenticeship, Gemma also runs multiple cohorts, shaping training content, and assessing learners for long term development and supporting new entrants to the sector to grow and flourish. Gemma Waring is not just a consultant and trainer; she is a driving force behind transformative change, infusing every project with unmatched enthusiasm and expertise.

The HCSA promotes the work of procurement and supply chain staff at all levels in healthcare. The Association provides training events and educational seminars, sponsors awards and hosts three high-profile annual conferences. The governance of the Association rests with the board of Trustees. The Executive runs the day to day business of the Association supported by a National Council of Regional Coordinators , Specialist Area Coordinators and National representatives from across the U.K. HCSA is a registered charity in the UK, is entirely self-financed through a combination of income from conferences, seminars, other training events and advertising. Membership is open to all procurement and supply professionals within the healthcare sector in the UK. We do not currently offer membership to providers of products and services to the healthcare industry. We do however, welcome their attendance and involvement at some of our annual events.
